The work deals with the law of the State to punish. The author seeks answers to her unspoken questions, whether the State has the right to punish its citizens, or on what base can do so. In solution to this question, author comes from the needs a good arrangement of human relations given with justice and law at first. After examining similarities and differences between moral norms and legal norms she ultimately concludes, that punishment isn't an expression of malevolence, but rather can be a mean of education.
